Technical Machines (TMs for short)are items that allows your Pokemon to learn a new move! In Pokemon GO, TMs will come in two different forms,
Fast TM and Charged TM. As you may have guessed, the Fast TMs will teach your Pokemon a random new Fast move, while Charged TMs do the same but for Charged moves. You’ll need to be level 15 and 25 respectively to even have a chance of getting these, so make sure you’re above these levels first.
How to get TMs in Pokemon Go?
In Pokemon Go, players will be able to earn Technical Machines by participating in Raids when playing the game! After defeating the Pokemon featured in the Raid, players will have the chance to acquire TMs if they drop for them. The Higher The Difficulty, The Higher The Chance To Drop.
So, to get TMs fast, in my view, the best way to get them is completing level 5 raids. If you can’t do them because you lack raiding partners, they drop with some less frequency from level 3 raids too and you have a better chance of getting one when you solo a raid because you guarantee the additional bundles for damage and team contribution.

Best bet is to get onto a social app like Discord and find the players in your area. Playing Pokemon go by yourself works. But if you want the rewards that require groups of players - well, you need a group of players.
How to maximize your odds of getting TMs?
Since TMs are more likely to come from the higher tier raids, and since the number of reward items you get is directly related to the number of balls you get, here are some things you can do to increase your chances of getting a TM:
1. Do mostly T4 and T5 raids
2. Take over the gym before the raid so it is your color (+2 balls)
3. Raid in as small a group as you can while still being able to beat the boss (up to +3 balls for individual damage - smaller group means you do a higher percentage of the overall damage)
4. Raid with mostly people on your team to get the maximum team bonus (up to +3 balls)
5. Do not let all 6 or your Pokemon faint so that you have to rejoin and lose your individual (and team) damage contribution. Unless you are trying to 3-man a legendary or duo a Tyranitar, you have time to dodge charge moves. Keep your Pokemon alive so you don't lose those bonus balls.
As a side note, when you are doing these things to try to get 12-14 balls at the end, you will notice an increase in TMs as well because you are getting more total reward items overall.
